Describe the feature

At minimum, user account management:

• admin account set up on install
• admins can add, remove, change other accounts, and disable account creation
• setting to limit access to logged in users only, or configure settings like max resolution for anonymous users
• modify user feeds/subscriptions

Beyond user account management, admins should also be able to configure advanced settings for the server, such as setting defaults or limits for all users, or configuring server-side encoding and video retrieval.

Additionally, an OTP 2FA requirement as an option for more secure WAN access.

And not even on an admin level, but a basic setting to change the account password...

Why would this be useful to add?

Frankly, I'm shocked about the lack of basic administration config in the program. If I'm self hosting Piped but have it available on WAN, I don't want random users to be able to create accounts and use my internet bandwidth to watch content (of course I can use a VPN but I don't want to do that).
