Adaptive Battlelog stats application based on hours played

Add a new plugin setting (per-mode?) for Use Battlelog Stats For Hours Played >=. Default is 100.

When determining strong for a player, compare the players hours played to the setting. If less than, use IAR stats. If greater than or equal, use Battlelog stats.

Now I'm starting to think this is not a good idea. It could result in bad new players who were lucky this round getting top scorer exclusion, while a good experienced player that has a slightly lower score might be treated like a weak player. Plus there is the whole issue of which modes the hours were earned under.
