`MTLN` wires should check if a termination is set to `short` and does not contact anything.

MTLN should check if a termination is set to short while is not in contact with any other structure: no PEC/SIBC surfaces, no other wires (not sharing a coordinate), etc.

If that happens the termination should be treated as an open to mimic the behavior in holland.
