Adds the remote for the Kodak EasyShare EX811 digital picture frame (original remote, P/N 3F9766). There was no Kodak entry under Picture_Frames yet.

• Protocol: NEC, address 0x00, 12 buttons.
• Ten buttons (Power, Back, Menu, Up, Down, Left, Right, Ok, Play_pause, Stop) were captured from the original remote with a Broadlink RM4C Mini and decoded to NEC; the decoded commands also work on the frame when re-sent.
• Home and Music were confirmed on the frame with generated NEC frames: the Home capture was truncated, and Music (opens the music source list) was found by sweeping commands. This is noted in the file header.

Not tested on a Flipper Zero itself: the file was written by hand in the parsed format from the decoded captures.
