Relax numpy version pin to support NumPy 2.x - #471

Relax the conservative NumPy upper bound while retaining support for NumPy 1.22 and newer.\n\nEmpirical verification built the package with pybind11 3.0.0 and tested it with NumPy 2.5.2 on Python 3.13 and macOS arm64. 28 of 32 tests pass; the remaining failures are caused by pyshader's Python 3.13 bytecode compatibility and MoltenVK's lack of shaderFloat64 support, both unrelated to NumPy. The NumPy <2.0.0 constraint was a conservative upper bound added in 2021. This relaxes the runtime and development constraints to support NumPy >=1.22,<3.
Empirical verification built the package with pybind11 3.0.0 and tested it with NumPy 2.5.2 on Python 3.13 and macOS arm64. 28 of 32 tests pass; the remaining failures are pyshader Python 3.13 bytecode compatibility and MoltenVK shaderFloat64 support, both unrelated to NumPy.
pybind11 >=2.12 supports building wheels that work with both NumPy 1.x and 2.x, and this repository uses pybind11 3.0.0.
