A Bazel module registry for versions that are not on the Bazel Central Registry yet: pre-release pins of upstream commits, with any patches attached to the entry so every consumer gets them. List it before BCR:

Pre-release entries use <next upstream version>-pre.<commit date> so the real release
sorts above them and version selection moves to BCR when it ships.
