Adds provider-driven observation for direct SAF directory children, including coalesced refreshes, compact snapshots, lifecycle-safe cleanup, and sample wiring.
Validated on API 35 with the full instrumented suite and an ExternalStorageProvider smoke test, plus assemble, lint, and Dokka.
