Summary

Adds a Module Research issue template for coordinating the design of each Core module before lesson writing begins, and fixes the Core module order to match the curriculum discussion.

  • New .github/ISSUE_TEMPLATE/module-research.md. A research issue is complete when a PR merges the module's README.md (objectives, lesson list with per-lesson scope, and a Boundaries section covering adjacent modules) and module-metadata.yml at status: draft. Lesson issues are then opened as sub-issues.
  • Swaps Telemetry & Data (now 2) and Detection Requirements (now 3) in ROADMAP.md and core/README.md, matching the order used in the discussion.

Additional Context

The template applies a new research label, which needs to exist before the template can use it. Ten research issues, one per Core module, will be opened after merge, pre-filled with the feedback from #2.

Add a Module Research issue template for coordinating the design of each Core module before lesson writing begins. Research is complete when a PR merges the module README (objectives, lesson list, scope, and boundaries with adjacent modules) and module-metadata.yml.

Swap Telemetry & Data (now 2) and Detection Requirements (now 3) in ROADMAP.md and core/README.md to match the order agreed in the Core curriculum discussion (#2).
