There are a number of use cases for the HRTransit data.

Actors include

Riders
HRT Management
City Managers

Riders want to know a great deal about bus locations, routes, and "time to wait" for the next bus to their stop on their intended route.

HRT Management wants a statistical picture of the transit system so that that they can make more informed decisions.

City Managers also want a statistical picture so that they can provide optimal services to their residents.
