Replace deprecated Ubuntu runner labels across the repository workflows while preserving the existing runner architecture. C and C++ test jobs run only on Ubuntu 24.04; the OS matrix is removed while compiler, core and data type matrices remain. Native Neon tests use Ubuntu 24.04 Arm64.
Update Ubuntu tool setup: remove the deadsnakes PPA and unavailable libtinfo5 packages, use supported system libraries and the shared Python library supplied by setup-python. Native Neon tests use the distribution compiler instead of assuming GCC 11/12 are preinstalled. C++ tests also run when their workflow changes.
C++ tests expose pre-existing missing Float16 type errors and FVP timeouts. The same errors occur on main with Ubuntu 22.04 in baseline job 122681729211; compare Ubuntu 24.04 job 126022198679. This PR stays a draft pending resolution; no test failures are suppressed.
