Use cosign to sign the Helm chart OCI image via a GitHub OIDC token. This enables keyless signing and ensures the chart receives the "signed" badge on ArtifactHub. The `helm package --sign` command is not used as it only supports GPG keys; cosign is used instead to sign the OCI artifact directly.
