• epbs pins Lighthouse 8b927cedd. Lighthouse cut v8.3.0-rc.0 (4920af72, fast-forwarded onto unstable) as the release for Gloas on Sepolia, 17 commits ahead of the current pin with nothing behind.
• Pinning the release candidate keeps Anchor's Lighthouse crates on the exact revision Sepolia beacon nodes will run, ahead of Sepolia's Gloas activation.

Change Overview (Required)

• All 18 Lighthouse dependencies move to 4920af72. The lockfile diff is only those crates' source lines plus the SSZ crates below.
• The mirrored [patch.crates-io] entries move to Lighthouse's new revisions: ssz_types, milhouse, ethereum_ssz/ethereum_ssz_derive and tree_hash/tree_hash_derive. Lighthouse moved these in Progressive list type-level limits lighthouse#10106; with the old revisions, Lighthouse's types crate fails to compile (58 errors). The warp and libp2p patches are unchanged between the two revs.
• No Anchor source changes.
• Of the 17 commits, only these touch crates Anchor depends on:
  • Progressive list type-level limits lighthouse#10106 progressive list type-level limits (types): the reason for the patch bump.
  • Wire the inclusion_list gossip topic lighthouse#9846 inclusion list gossip topic: adds preset and EthSpec constants to types.
  • Prune finalised payload envelopes lighthouse#10015 prune finalised payload envelopes: adds envelope helpers to types.
  • Update tests to be spec agnostic lighthouse#10051 spec-agnostic tests: test-only edits, including one in beacon_node_fallback.
  • The rest touch the beacon node, simulators, Docker, CI or Lighthouse's own lockfile.

Risks, Trade-offs, and Mitigations (Required)

• The SSZ libraries are on development revisions in both Lighthouse and Anchor (the existing FIXME(eip-7688) patches). Moving them is required for types to compile at this Lighthouse rev, and keeps Anchor on exactly what Lighthouse builds and tests against.
• 4920af72 is a release-candidate tag, not a final release. A later bump to v8.3.0 is expected.

Validation (Required)

• cargo check --locked --workspace --all-targets, make cargo-fmt-check and make lint pass.
• Full test suite: CI on this PR.

Rollback (Required for behavior or runtime changes; optional otherwise)
