Bug description

Enabling Optimize Signal Storage compresses images into smaller ones to save storage space.
URL thumbnails are also affected by this feature, but there's no way to download a complete URL thumbnail except to disable the feature and re-download it.
Therefore, compressed URL thumbnails will remain blurry indefinitely.

Steps to reproduce

• Enable Optimize Signal Storage in Secure Backup
• Send a website that can generate thumbnails in any chat.
• Waiting for the media to expire and be automatically processed.

Actual result: URL thumbnail blurry

Expected result: There is at least one way to recover the complete thumbnail.
