ci: bump Playwright to 1.63 for Ubuntu 26.04 runners

GitHub is migrating the ubuntu-latest runner label to Ubuntu 26.04 between Oct 19 and Nov 19, 2026. Playwright releases before 1.61 do not recognize Ubuntu 26.04, so `playwright install --with-deps chromium` in the e2e job fails with "Playwright does not support chromium on ubuntu26.04".
