Tests should report a reason for the result

Particularly for the simple tester, it would be really useful if some explanation for each result was provided. For instance:

The activity was not considered relevant because the activity-status code is 2 (Implementation). Only activities with activity-status code of 3 (Completion) or greater are considered relevant for this test.

Or:

The activity failed the test because it used a sector code that was not recognised (99999).
