/webhooks/v2/webhook_subscriptions responds in 404 for GET and POST (haven't tested other methods)

Hi there!

This looks to be the same issue as #1388.

The webhook_subscription endpoint only exists in API version 2022-10-20 and later. Send the header X-PCO-API-Version: 2022-10-20 (or latest) on the request to use it. Without a version header requests fall back to the 2018-08-01 version where the path is /webhooks/v2/subscriptions.

Ah gotcha! That makes sense. I never ran into this because whenever I create a new PAT, the version defaults to the latest known version in the UI.

Can we have the version dropdown for Webhooks in https://api.planningcenteronline.com/personal_access_tokens/new too?
