Feature Description

Add an optional, configurable capability that allows Open edX operators to require users to review and accept Terms & Conditions directly within the registration workflow, record acceptance, and optionally require users to re-accept updated Terms & Conditions.
This proposal is not intended to make Open edX compliant with any specific data privacy or consumer protection law or other regulatory framework. Instead, it provides configurable tooling that operators may choose to enable as part of their own legal and compliance programs.

This looks good to me and the first part ready to implement as a core product feature. I do think the versioned T&C part needs some technical input on the best way forward.

@ormsbee and/or @feanil have offered to take a look at the best way forward (regarding how to version the T&C, where to store the data, etc) given we want to move forward as a core product feature. Adolfo can jump in if there are resulting frontend considerations.
