We're changing the validation infrastructure

We've been working on a GitHub app to replace the direct integration between GitHub and Azure Dev Ops. Several factors have led us in this direction.

We're hoping this is ready to roll out at the end of the month. We will be sharing some internal private samples with a couple of our moderators (who are also Microsoft MVPs) ahead of time.
