Global setting for remoteUser

Currently, I override remoteUser for my container by adding a line to:

~/.config/Code/User/globalStorage/ms-vscode-remote.remote-containers/nameConfigs/foo.json

This works.

I would like to instead configure this in a project directory, so that other users that clone my git project and open it via "Dev Containers: Attach to Running Container..." get the same override by default.

How can I do this?

At first glance, .devcontainer/ seems like a potential solution. However, it seems that this directory is only used for "Open Folder in Container", and not for "Attach to Running Container".
