GitHub is planning native lockfile functionality for GitHub Actions

GitHub just announced that they are planning to add native lockfile functionality for GitHub actions, integrating version locks and action checksums into workflow files.

This issue exists to:

1. Validate that it covers ~everything ghasum does.
2. Track the release and archive this repository if 1 found ghasum is rendered irrelevant by this planned feature.
