msix-src/packaging-tool/disconnected-environment.md has information on how to install the MSIX Packaging Tool in an offline environment, however the links to the feature-on-demand driver necessary for the tool to work are only available for amd64, but not for ARM
I was able to snatch Msix-PackagingTool-Driver-Package31bf3856ad364e35arm64~~.cab from temporary folder while I was installing it on one machine/so it does exist, but of course that method is not reliable/pretty annoying…
So please also add the corresponding links for ARM64
