docs: redirect to the ExaDev/documents.js monorepo before this repository is archived

document-cli has been absorbed into packages/document-cli in the
documents.js monorepo. This repository stops accepting commits,
releases, issues, and pull requests; the npm package keeps publishing
from its new home under the same name.
